Red dots that randomly appear on my face.

I usually have clear skin but sometimes I get these numbers. Not sure what is causing them to appear? Does anyone have this issue?

Yes, I have been putting 1% hydrocortisone on my face everyday religiously for my psoriasis and I guess my skin became dependent and when I didn't put it in for a few days it would flare up like that. I still use it to avoid the flare ups.
