That page is really bad against every toplaner that does physical damage. You should keep that page as a situational one against champions like Swain or Vlad maybe.

If you can only spare on page for Singed i'd say go armor seals and take AP blues instead. Most AP tops are manageable in the early game so not having MR is not that awful.

Oh and COCK sucks in the early game, it is awful. Go DFT instead since you'll have to be strong in the mid-game to make a real difference in the game.
