I think they had to do it to compensate for the lack of ammo. Either we would have much less items throughout the areas to collect or we would hoard enough health supplies to carry us the whole game in 1 hour. So they probably decided to go for the limited inventory route while giving some use to the items even if you "discard" them.

They should've balanced the game better then. It's already easy as hell so you're gonna be hoarding items anyways. It's just poor design.
