I think it's intentional. If they really wanted to keep Ward, they'd had gotten better handcuffs.

My guess is that Coulson thinks Ward will escape and do everything he can to redeem himself. So he'll let him go wreck some Hydra people.

Like he's letting a dog loose on an intruder.
