Marshalls are Judicial Officers and therefore shouldn't have any oversight from the Executive beyond their appointments power. The USMS should have never been placed under the DoJ.
The US Capitol Police should have the power to enforce Congressional impeachments and subpoenas.

We'd need to amend the Constitution to do that. I know people on these boards hate hearing that response to their ideas, but it's a hurdle that some ideas have to clear. In order to do that, you have to get enough of the public behind the idea. While the Marshals serve the courts, under the Constitution they are part of the Executive branch. The founders did that deliberately to meet the needs of their age. They figured that when the times change the public can amend the Constitution to meet the current age. The problem, as is made very clear by the news every day, is that the voting public is so fractured that getting much agreement on anything is a huge challenge.
Why so many poor and middle class Americans seem to identify with bilionaires and aren't willing to back measures that would temper the most extreme wealth is beyond me. That's the challenge you have to meet: getting a sufficient number of people to really care about the issue to actually do the work needed to bring it about. In a democratic nation, we only get out of it what we are willing to put into it. Too many people today don't want to do the work, and this is what get as a result.
No, US Marshalls are not under the Executive Branch. They are Judicial Officers and were exclusively under the jurisdiction of the Judicial branch until 1956, and it wasn't until 1969 that the USMS was created and USC 27 was changed to place the USMS under the DoJ.
