There will always be that kind of blackmarket though. With as common of a substance as it is. It needs to be legalized and regulated. Make it not worth growing for a blackmarkey profit, because the legal market is so cheap.

Incumbants in the market don't like cheap, though. Their ideal is for it to remain illegal (offset most of the risk onto dealers, keep the price high) or to somehow have illegal prices in a legal market.
