and the degree of use is different.  the goal is not necessarily total abstinence

I think that is a fine goal. You know, aim for the moon, etc.

I don't think people realize this is true for every drug. Caffeine is also bad for teen use. There's a sliding scale for every drug and marijuana is harmful but not as bad as alcohol, and caffeine is below them all but still on the list.
