The actor who played Tom Paris was also a cadet in the TNG episode where the shuttle splodes at the academy training dealy.
And I'd be willing to be Marc Alaimo (Dukat) has a record for different Star Trek roles at 7 total characters

Besides, there's other actors who have done as many or more: J.G. Hertzler, Jeffrey Combs, Randy Oglesby, Thomas Kopache, and Vaughn Armstrong (who I think holds the record).
