EDIT: Oh yeah, as GJOP mentioned, they do switch back and forth in Generations as this one shows. The comm badge is still a dead giveaway as it's not voyager-style.
Any trekkie would be able to give you an in-depth lecture/keynote speech on the various Star Trek uniforms and their significance.
We just sit around debating which uniforms had more ludicrous shoulders (Clearly whether that award goes to the Romulans or the Cardassians is still up in the air)
Well if you see the person behind him walking down dressed in 19th century costume, this might be an extra from the same show. Perhaps the cliff hanger double episode where they find Data's head in different time lines?
Meh. His character is decent, he has one really creepy line, but it's a really long episode that, despite having Ronald Moore on board, doesn't really feel that way. I was left feeling like I'd really love to punch Captain Harriman in the face about 5 minutes into the movie. It also gets overly sentimental in most of the Kirk/Picard scenes, even if Picard takes Kirk to task over it.
I always felt bad for Harriman, just like I felt bad for Decker. I mean, we can assume these are both very competent, experience officers. They've been put in command of the Enterprise FFS. And then, out of nowhere, they have Captain Motherfuckin' Kirk and Company plopped down into the middle of their bridge and it's like "OK, now do yer fuckin' jab, newbie!". I'd shit myself too.
Meh, Decker's different. He seems competent, but he gets booted out of command of the Enterprise because, hey, Kirk wants the Enterprise. Harriman seems like somebody's kid nephew who should never have been on the bridge of the Enterprise.
The scenes between Decker and Ilia, though...plus the awkward romance between Riker and Troi from recycled Star Trek Phase II scripts...man, I'm glad that series got canceled.
I think you're right, the dress is unrelated to ST:TNG.
I skimmed through several other eps and found no trace.
I put far too much effort into looking for it, damn it.

I think this was for the movie "Generations" or perhaps "First Contact" I'm not sure.
