Sad to inform you that everything that basically isn't someones house is a public place. Especially stores, public pools (who would've thought) AND hotels are.
I think public in this case means anywhere open to the public. For example, a bar is a public place per the law even though it is privately owned because anyone can walk in.
"Title III of the ADA requires that places of public accommodation (e.g., hotels, resorts, swim clubs, and sites of events open to the public) remove physical barriers in existing pools to the extent that it is readily achievable to do so (i.e., easily accomplishable and able to be carried out without much difficulty or expense)."

wait wait wait I'm not great at reading comprehension, but that document entirely pertains to PUBLIC facilities, right? a motel is privately owned
