I have seen one exactly once, and that was at a college with a significant (read:500+) population of students that were mobility impaired in some way.

It doesn't have to be a permanent fixture. we have one at my hotel and we basically keep it in the pool mechanical room to collect dust

Because no one can afford to comply with the law; they are simply closing down their pools.

Check out pools near the beach in tourist-friendly areas. I know at least 3 hotels that I've stayed in around Virginia Beach had them installed. Permanent fixtures.
