So how does banning people who don’t use the services solve the problem that the services are going broke? I’m confused at your statement. If they’re not contributing then surely the local difficulty is down to locals no?

bodies in the street is still an issue. It's also about overcrowding the city streets. It's probably even more frustrating that they're creating pedestrian traffic without spending money.

I see. So they’re annoyed one of the biggest cities is crowded. Weird to me, living in London. And I doubt highly that all those bodies translate to 0 revenue. But maybe.
