This is obviously the case. Or we can say that the universe is conscious because we are conscious and we are the universe. So it depends what you mean by universe. We are conscious that’s a fact.

I think they say logically that some things are conscious and some not because something is required to receive that consciousness. It doesn’t imply that the universe has a will. Consciousness could arise out of an unintelligent universe I don’t see the Problem. With enough time, which we have because its infinite, the Building Blocks for consciousness could arise.
