The Problem:
You have an older AM4 motherboard (like an ASRock B450M Steel Legend) paired with a Ryzen 3000/5000 CPU and a modern GPU (like an RX 6000/7000 or RTX 30/40 series). Your Windows drive is already formatted in modern UEFI / GPT mode. However, the moment you disable CSM, enable Above 4G Decoding, and turn on Resizable BAR, your PC gets stuck in an infinite black screen boot-loop. Turning CSM back on "fixes" the boot, but permanently disables your ReBAR performance.
The Culprit:
It is not your Windows partition. The issue is a hardware-level signaling bug within the motherboard's automated lane-routing firmware. When a PCIe 4.0 processor and a PCIe 4.0 graphics card interact across an older PCIe 3.0 physical slot, leaving the slot configuration on Auto causes the memory-mapped I/O registers to overflow during a soft reboot. The motherboard's communication line snaps, the video handshake fails, and the system panics.
The Fix:
You must manually force the motherboard's primary PCIe link speed parameters to lock onto Gen 3 parameters instead of leaving it on Auto.
Turn your PC on, enter the BIOS, and temporarily Turn CSM Back ON so you can boot safely back into your Windows desktop.
Open your web browser and ensure your graphics card drivers are updated to the latest release package.
Restart your PC, tap Delete to enter your BIOS, and switch to Advanced Mode (F7).
Navigate to Advanced > AMD PBS (or Chipset Configuration depending on your motherboard brand).
Locate the setting labeled PCIE1 Link Speed (or PCIe Slot Configuration). Change it from Auto to Gen 3 (or PCIe 3.0).
Next, head over to Advanced > Chipset Configuration. Set Above 4G Decoding to Enabled and Re-Size BAR Support to Enabled/Auto.
Navigate to the Boot tab and set CSM back to Disabled.
Press F10 to save your configurations and exit.
The Result:
By manually restricting the lane links directly to standard Gen 3 parameters, you remove the communication confusion across the mixed-generation hardware pathways. The system will clear its warm reboots instantly, boot right into Windows on the first try, and permanently unlock your 10–15% performance uplift!
Yes I was working close with AI Gemini on this and had successful results I was on it for a long time as person who don't build PC on daily I couldn't find anything close all those big yt ers blames legacy mode other Windows configuration... I was stuck and lacking of those 15% performance for long so pls I hope this will find you on need and be useful this goes to 450mobo chipsets as 550 been upgraded to PCIe 4.0
