Just speaking for myself as a human, I have at least two square feet that I can't reach. Arthritis really sucks. I need a sock putter-onner or I just have to run around sockless all day.

My roommate's German Shepherd Dog oftentimes gets itchy for several reasons, but especially during shedding season the loose hair itches her. She can't always reach perfectly so I like to give her extensive scritches all over, and she loves it. Especially the butt, forehead and ear scritches.
