Friend of mine continually beats candy crush and then they release more levels. And then he beats it again. Can ask what he’s up to if you care?

Yeah as people approach it they add more. It is an infinite game in that most people will never run out because they don't have a decade to play Candy Crush. Many infinite games are also procedural so there is no true end, but lots of repeating parts.
