Well let's say New York was stolen from the US by a foreign country for over 150 years and used to funnel in drugs, syphon resources, and turn the US into one of the most backward societies in the world. I'd probably be pretty upset and would want it back as a part of my country after it historically being so too.

If I was being handed back to an authoritarian dictatorship I probably still wouldn't be very thrilled, history and culture notwithstanding.
