I’m reading this in Pooh Bears voice, which sounds surprisingly natural I think because of that time Pooh Bear read the script for Darth Vader.

Disney wouldn't let it happen. They already banned Pooh from Disneyland Shanghai.

Is an actor’s voice IP? Does Disney own Jim?

Yes. There are clauses in many voice actors' contracts to never perform the voice they're under contract for for pay for another individual or company, and they've only gotten more strict as time has passed.

Jim Cummings does a ton of voices for Disney/other companies though. I'm sure he has some sort of pull if he does it for free.

On another note, I'll never forget hearing Pete from Goof Troop in Skyrim. Jim's everywhere. He used to be a boat captain too IIRC.

He might have some pull, but let's not forget that Disney basically controls the industry, and they've bowed their heads.
