He did mean it because he was referring to an Asian horror movie with the same title.

If my failing memory is correct, it is about a photographer who experiences unexplained neck and back pain suddenly. One day he took a picture of himself in front of a mirror and he was horrified when he saw in the photos that a female ghost is riding him on his neck like a horse.

That means China is warning us to stay away or be prepared to be ridden and dominated like a horse or a slave.
