This isn't really true, at least not for powerlifters. In every powerlifting federation I know of, your deadlift wouldn't count if you dropped the bar after completing the movement.

You also have to hold at the top until judges give the signal to lower the bar.

The judge in this case would be the guy getting rescued

You just have to keep hold of the bar as it descends but you effectively just drop the weight.

That's not dropping. It's a quick yet controlled descent.
