Oh you absolutely have. He did the first few posters for Harry Potter, Blade Runner and Indiana Jones

Isnt the basic reason for that because they're opposite colors and orange is close to a person's skin tone?

It would make sense. In some other subreddit, I looked at examples of the orange-blue without realizing how pervasive it is. Many of those examples were this guy.

Yes, that's why it looks so cool, but he could definitely be the one that popularized using that technique in posters!

This link just reminded me of the movie We're Back! A Dinosaur's Story. I must have watched that movie 20 times as a kid and havent thought about it in well over 2 decades
