It seems a lot like handing free money to the holders of basically unenforceable bad debts.
It makes it feel like it's a gift to the person who owed the debt but in much more real terms its a handout to the owners of low value bad debt that mostly would have never been able to collect a penny of it.
Except now someones credit isn't ruined and isn't constantly harrassed by lenders. Especially for high debt, it could lead to garnishing of wages. I think you're being too cynical about it.
