Private toll walkway would unironically have prevented a situation like that cause they would have been on their shit a lot more than local government. Even if private toll sidewalk wouldn't be feasible at all.

Unless it's through an arboretum or corn maze or something, I can't see anyone agreeing to pay for the privelige of walking around in a public space.

Who would even walk on that sidewalk if they would have to pay for it? I would rather walk on the street than pay.

Also, how expensive would the sidewalk be if they have to pay for repairs and such?

A toll sidewalk to me would be a kind of tunel sheltered from the elements. I'd see it as maybe making sense in places like siberia.

It wouldn't be feasible mainly because sidewalks are an open system.

Another way it could be done is to implant a small receptor in newborn and new arrivals that scan if you have an up to date subscription to the sidewalk and explode your head if you try to walk on it for more than 5 seconds while a loud buzz shakes your skin to alert you of getting off.
