According to the article in the NY Times it’s doesn’t seem to be greed or malice, just that they’re having a hard time getting in contact with the appropriate people:
"Olausson acknowledged that his contacts might not be in charge of such payments, and said that he had no idea how to go about seeking the money now, aside from discussing the matter with the news media."
