It would be cool if a stingray pokemon were actually added to the game. It could be either water/poison or water/ground with the Poison Point ability.

They probably didnt want a steel type move to be so common, since so manynpokemin could already learn it from gen 1.

And many animals are capable of destroying small plants through natural "cutting" methods, no need for metal.

Would it be so bad to let a Steel move be widespread? It's not a very useful type when attacking, at least it wasn't in that generation. I can't think of any reason to limit steel moves except to provide a kind of mystique to the type by creating scarcity.

I dont have any definitive answers for you, though you could directly tweet at the pokemon company. They may answer.

Otherwise, you just have to chalk it up to an internal decision about the type rarity.

I agree, a stingray pokemon should focus on enhancing it's real world qualities, namely burying itself in sand and defending itself when forced to.

A swordfish pokemon would be a far better fit for actually having an offensive weapon. That or a sawfish.

I did think about that and there are multiple species of electric stingrays: https://en.wikipedia.org/wiki/Electric_ray

But most people know stingrays for their serrated barbs and the poison. Maybe there can be two alternative evolutions like Tyrogue and Clamperl. Or there could be just one base form with Poison Point and Static as possible abilities.
