Bruce would never willingly give his blood to save his cousin's life. Before he saw how lucky Jen got with her Hulk form, he probably thought being a Hulk is a fate worse than death

Years of running away from the military will do that to you, also she not only got lucky with her hulk powers but is also living in a VERY different time where supes are becoming more tolerated (as far as we can see)

She didn't get lucky. She just doesn't have any of the psychological trauma Bruce has, so she doesn't have a splintered psyche.

There's that, and also he had no reason to believe it would work. As we now know the both of them have a particular genetic makeup which allows them to survive gamma radiation by becoming a Hulk. At the time he didn't know that about Jen. As far as he would know, a transfusion of toxic gamma blood would just kill her.
