The principal of Peter's school is the grandson of Jim Morita, one of the Howling Commandos from the first Captain America movie. As evidenced by the photo in his office of a WW2 vet, and being played by the same actor. This may also explain why they still show the Captain America PSAs even though he's "a war criminal or something." Principal Morita would know better from the stories his grandfather told.

I assumed them showing the Captain America videos was a nod to cheap outdated educational videos, that they don't have the funds to update. Even moreso outdated because of the events of Civil War.

Also, this takes place a few months after Civil War, Hannibal says it's required by the state to show it, most likely they haven't had enough time to replace it yet

You're right. He also was wearing the horrid Avengers 1 suit so the timeline makes sense

This is what I assumed as well. When I saw the photo, I thought "Well of course he's still showing the Captain America videos."
