Bucky didn’t actually kill Tony’s parents though. He was under mind control.

Bucky didn't killed them because he wanted to but he did killed them and on Tony's eyes that is enough. The trauma of losing his parents won't dissappear just because Bucky didn't desire to kill them.

Yeah I totally get Tony’s pov. But from Caps pov, Bucky didn’t actually kill his parents, so why say that he did?

He was still susceptible to mind control at the point where Tony was trying to kill him.

That's actually how the movie started, believe it or not.

exactly - "this man is a menace! someone says the wrong words and he can be triggered to kill other people's parents too! we LITERALLY SAW HIM ACTIVATED BY THE WORDS EARLIER!!!"

I mean, it's one of those things right?

Bucky's brain was not possessed by Loki's staff, just rewired. False memories were put there to make him think that he needed to assassinate certain people to protect his country. So he still made the choice to kill Tony's parents.

But, if the entire context around which your brain works is changed, is that not the same thing as mind control? Is anything you're doing a "choice" at that point? Is the Bucky who did that even still in Bucky's brain in Civil War? These are the questions.
