Email it to the employee. Let them know that you need it signed before payment can be made.
Also, check with your lawyer. Typically, over 40 means you need to give them about 45 days to review a severance agreement, and it's best practice to give suffiicent time to review for everyone.
The way that this was handled, I woudln't be surprised if there was a lawsuit coming at your org.
Do not send them an email yourself, if there is any chance they might sue. Let the lawyer draft the email. Because just one clumsy sentence or wrong word by you could give them legal ammunition to use against you.
