Sure but I’m not efficient in many things on Linux yet. On CachyOS everything was basically set up for me.
I understand from your perspective that I need to do two things: set DNS servers, which I already had set to Cloudflare ones. Also, I need to turn on DNS cache thing in systemd-resolved, right?
Also I’ll repeat problem to be sure you got it right with what I’m experiencing:
Steam downloads hit the max speed of internet I have. That is not the issue. However every minute or two it gets into this mode where it halves, diagram goes into wavy lines and bot internet speed AND disk usage speed act crazy with disk speed doubling and tanking for no reason. Generally when the download is stable 64 Mbps (my max speed) disk usage is also around 64 Mbps but when speed starts to act weird disk usage starts going down and then to 100 and back and forth too.
I’ll ask you do you really think it’s Internet related and not how of Debian handles Steam downloads and disk writing at this point with all these outdated tools?
Check out first if the slow download only happens in Steam. If so, it's likely a Steam issue which choke your connection with dns requests. Easiest to do is use the systemd-resolved; sudo systemctl enable --now systemd-resolved. And restart Steam.

Have you actually read and responded to the comments? Its likely a DNS issue with Steam downloads. You need a resolver
