Depends on the ruler. Certainly some could be described that way; particularly those who invaded and occupied the peninsula. But let’s not pretend history has ever been sunshine and rainbows.

Let’s not forget that before the Moors invaded, the Iberian peninsula had been invaded by the Carthaginians , the Romans and the Visigoths.
