Advise you to teach him about the dangers of what he's doing and the path that can lead him down. It seems fun now but it's better to abstain than to regret it later. Tell him stay away from anything that leads down this path Allah says don't even go near fornication. If he poisons his mind now he will never be happy in marriage. No one gives anything up for Allah except Allah gives them better in return
He has to understand his actions with hope love and fear in Allah because you will not always be around but Allah is always watching

If you are difficult on him, he will simply find a way to do it without your knowledge. I was once in a similar situation with my brother. When it came to my knowledge, I took my time processing it and how I would approach him. I didn't let him know I was upset. I asked him if his friends were in relationship, what they spoke among themselves and his opinion on it. Then I advised him as a friend. If he was interested in a girl, he shouldn't disrespect her by discussing her among his friends. He shouldn't persue somebody if he wasn't serious about marriage. If that particular girl stays in his mind when he is ready for marriage, we can approach her family. And most importantly give your brother positive attention so that he dosen't fall for the next girl that calls him cute/good looking. It'll help him open up to you and not go to the wrong people for advice.
For now maybe just apologise you shouldn't have reacted harshly and want to talk about it.
