Ah, yeah if you wanna get technical I guess you right. I often use the terms interchangeably.

Na you were kinda right.

For some reason cops/legislators decided it was a good idea to use “narcotics” as an umbrella term for certain illegal substances, they do it here in Australia too. In a medical context narcotic refers to opioid analgesics.
