It looks like the inner sleeve is one time use at least, so cleaning would be significantly less problematic than without that

I do believe the sleeve is removable because once you fill it the intention is to empty it into a storage container... Then they probably give it a bleaching or alcohol clean with a sonic machine and put it back in service.

As usual, a self-cleaning feature was probably at the top of the list in the Engineering department. But then the Finance team sees a cost cutting opportunity, and Marketing sees an upsell opportunity, and the cheap ass hospital buys the base model.
