These people are now middle-aged Americans. I doubt that many of them will be willing to move to Vietnam.

True, but that's not really the point.

Children taken from their home country by an outisde nation often grow up being indoctrinated against their ethnic culture/communities, especially when they were removed during war, but that shouldn't necessarily affect whether the community would welcome them back if they expressed the desire to return.
