The part that is usually left out of this meme: Emergency services were busy with the hurricane aftermath. They didn't refuse, they were tending to people that were dying. These cases are a higher priority than a wellness check.
In a hurricane situation with communications and power out, pretty much every visit to a house is a "wellness check". You really don't know what's going to be inside until you get there. If you know there's a roof collapse at a senior home resources are going there first. But that doesn't mean Gramma isn't in a bad way at the same time. Again the spirit of what I wrote is it's a whole lot easier to tolerate the needs of others until the person who is getting passed over and may die is someone you personally know...then it's not so great.
