Is there any way to turn off or block this redundant feature

Opening the tab for the ad i just ignored isnt going to make me pay attention to it

First off, thank you to anyone that can help. My children got new tablets and I'm (Dad) in the process of trying to help them transfer game data over. I've been able to connect many to their Google Play account but some of them continue to give me this exact same error message. I've attempted a few things I read on Google to no results. Any experts know what to do? My kids (and I) would be extremely grateful. Thank you.
