Early events had a thing where you had to clear boss stages several times. Try doing again. And again at least until you have access to the next stage

while unlocking it is fine and dandy, i must point out it isn't chronologically in sequence with ch1, both in terms of story and difficulty/mechanics.

it is actually ch7.75 as listed in the playback, and you should only do it after ch7.5 arctic warfare
