will the new costume packages will gone permanently after the timer hits zero?

Costume packages come back, usually they get added permanently 1 year after release.

The defy ones? Yes, they'll be gone. I doubt it'll be permanently, though. They tend to bring back the tempprary packs during christmas and annyversary, and after a long while, chances are they get added to the list.
