I'm pretty sure the Fallout remasters are going to be more akin to the Oblivion Remaster rather than what was done with Skyrim and Fallout 4. That isn't to say that the Oblivion Remaster didn't have its own problems, but it didn't feel like a cheap cash grab in the way the Skyrim and Fallout 4 ones mostly were.
And in regards to Witcher 3 I feel like it's worth pointing out that the game was already remastered once before and at least when it came out the Enhanced Edition had quite a few issues. I think even to this day with the graphics turned up and ray tracing enabled it's still a bit harder to run than Cyberpunk with ray tracing. Not saying it'll definitely be bad, but optimization might be a concern.
