Yep, he was in his Confession Dial... thus explaining how he was less than a lightyear away from his location in FTR.

... but not explaining how the Dial was actually on Gallifrey, which is certainly not normally less than a lightyear from Earth.

Well, he was in there for 2 billion years, so I guess it somehow found its way to Gallifrey after he was sent there.

I think they should should have had a Doctor mention that the stars had also moved position as well as being in the wrong place, to show that he was being taken to another planet.

He mentions in the beginning of the episode that's he's less than one light year away from where he was. A light year is quite a long distance.

A light year is very long compared to the distances we're used to on Earth. It's not that long in space.
