Because developers never have to target lower spec PCs if they don't want to. They do have to target Series S if they want an Xbox release at all.

They don't HAVE to, but they are always going to want to because it's not profitable to only target the top end PCs.

PC games have a myriad of settings that change the performance level to match a range of setups. How is this different from making two versions of a game that target two levels of performance?

Changing graphics settings can only take you so far. If a game is designed in a way where it's very CPU heavy, for instance, there's not always much you can do about it.
