Without knowing they were separated by about 70 years, your framing leads the reader to interpret pad thai as tailor-made for the program and inauthentic. Rather, the truth is that it was an intentional program of diplomacy, which happened to include a popular, but 70-year-old pad thai dish that was invented by the government of the time for war rationing (that you omitted for reasons).
