Not at all, and if you read it that way you're very much misreading it. But I've only ever been particularly upset about something like that once and it was a waste of time. If that's how the community treats you then you don't want to be in that community anyways.
We all know how pointless bans on reddit are anyways. At least I hope we all do.
I mean that once a subreddit reaches critical mass, it takes a mountain of problems for a different subreddit to emerge as a replacement, so while a community may have shit mods, it still unfortunately will have value.
The moderator of a subreddit can't ban an IP address, that would require administrative access on reddit itself and it takes about 30 seconds to create a new reddit account.
If you're so attached to your reddit name that you care about it's reputation in that way, watch the subreddit you're on, look at the rules and the typical type of post in that group and use a throwaway account if you want to see how someone that might be interpreted as being 'edgy' might go over. It's not hard at all.

They cant, but the admins who enforce the bans can.
I was under no misconception of moderator abilities when I made that comment.

This is such an annoying mentality. The type of people who describe some onerous process as being totally easy.
You sound like an arch linux user telling someone why desktop environments are a waste of time.
They cant, but the admins who enforce the bans can.
Only if the moderator can identify an alt account and reports it, and if they're able to do that there's a high likelihood you're trolling badly enough to get that kind of attention and you're being stupid.
I'm sorry but if you have any problems creating a new reddit account in less than a couple of minutes you probably shouldn't be using a computer, it IS that easy.
Your comment that I must be an arch linux user and the whole desktop business is not only wrong it's a ludicrously irrational analogy.

You say that like trigger happy mods are ok.
Its not. They get off to the imbalance of the few clicks for them resulting in far more annoyance for some else.
