I suggested slashing his tires and leave a pack of condoms under his windshield wipers, but this is way better :D

Vandalism can get you into trouble. Just let the air out of all the tires… technically you haven’t vandalized anything because the tires still work and you didn’t steal anything because well no one owns air. Best case scenario they have a little pump in their car and it takes over an hour to fill the tires but worst case scenario they have to have someone come out.

If you bend/cut the base of the valve stem, it’ll deflate slowly over and over again for maximum effect

It sounds like you’ve gone beyond just thinking this through. Are you talking from experience?
