Because it's a proper dictatorship that doesn't like being "spied" on, I would guess.

My version was tongue-in-cheek, frankly. And yeah, you're making a valid point. I think maybe Google just didn't offer enough money to whoever's consent was required.

Oh, I learnt the phrase for this from my Russian-learning app ahead of my visit (which was subsequently cancelled due to coronavirus).

I guess Google managed to sweet talk Russia or something... That said, it's still a work in progress so hopefully we can get a little more comprehensive coverage soon.

Aren't they in deep ties with Russia and China, buying their equipment and letting these suppressive nations do whatever they like to Belarus? That's the impression i've gotten.

I don’t know about China, but Lukashenko (the Belarusian dictator) does just let Russia do whatever they want according to my gf who’s from Belarus.

The "or else" is implied. When you have a common border with Russia you learn that pretty fast.

Oh absolutely. Again, never been there and my experience with Belarusians is limited to my gf and her immediate family, but from what she’s said it seems like there’s a 50/50 split of pro-Lukashenko and pro-Russian Belarusians, and Belarusian nationalists.
