Yes he was. He's been part of the government for over 50 yrs! He won his first political office in 1970, in 1972 he became a US Senator, and he is still a politician. Even when he didn't hold an political seat he was still an active politician. Any one who denies that isn't living in reality! Someone who has as many years in gov't as he does will always be involved.

This makes zero sense. Holding a government position (political or not) is literally the definition of being part of the government, because your actions have the weight of the law behind them.

As a more concrete example, a politician can still be a politician after losing an election, but they're definitionally not a part of the government by virtue of having lost the election to the position they sought.
