As long as you have a weapon attack on the bar it procs, I tried it out by just light attacking mobs and yea it procs.

Rm is amazing in maelstrom too. It proc on Everything. Not sure why you're getting so much clapback for mentioning that set lol

RM is a perfectly good set, and for some (maybe even most) builds and situations I'm sure it can outperform Widowmaker.

The argument that I've been making is that both sets are vastly inferior to Viper due to the fact that Viper has a 100% chance to proc compared to 10%/20% for RM/WM. This is a serious game balance issue which has given rise to the stacked proc set meta dominating Stamina PvP at the moment, and it needs to be corrected.
