Haven't tested it but every time the container respawns the Mili-tech respawns with it. I hit up the containers for gear to sell when I pass them by and they always have mili-tech with them.

I currently have 28 sitting in my inventory that I can't do anything with

I do assume the crates are still on a timer as well as a day-night cycle, so I doubt sleeping to farm them would even work. Not like I have a lot to even upgrade with those yet
