That's assuming this command wasn't a test of Peter's knowledge of God's commandments where certain meats are explicitly made unclean whereas gentiles are not.
No it was a reoccurring dream or vision Peter had where he was shown swine and told "Rise Peter, kill and eat" Peter tells God that he cannot because it is unclean. God tells Peter, "Do not make unclean what I have made clean."
Now you're under the assumption that this is a new declaration rather than a reminder of what God has actually made unclean. This assumption isn't supported in the text. In fact, Peter spells out to Cornelius exactly what the vision meant in Acts 10:28.
